Renkan-ken Old Man shop (Hints as to unlocking it)

Have you seen this man?
He is like ancient history to us of the yonger generaton!
You can see this old man when you do ren-kan-ken actions with a bunch of other pico users. He sells a funny looking bald cap in his shop when you see him. You should check it out.
